Sir: Please take measures to reinstate Clinton H. Smith in his office of secretary, unless there is something that should be reported to me to the contrary, and his case can, later on, be calmly dealt with. Sir: As I walked down Flatbush avenue, Brooklyn, on my way over this morning, I noticed that all of the drivers of a long line of snow wagons which were being filled by the shovellers were standing about doing nothing or sitting on their wagons. I called one of them to me and asked him if the drivers did not help to load the wagons. He answered: " No, not when the City removes the snow, but when contractors remove it, then we do."
